2K upscaled textures (2048 x 2048) and a number of edits(enhancements) put together to make this fine finish.

Nevermind, The addon that did this was just a badly made script "Anti-Speedrunners" on Sourcemod.

I'm not sure if this is the addon that does it but, theres a bug in the No Mercy (Appartement) saferoom where you can't close it. I'm not sure if this is cause of this addon tho.
