This is a Monopoly updated from the 2000's. Rules can be found here http://richard_wilding.tripod.com/monorules.htm. and on the in game notebook.

Board and Cards have been scanned from the actual board, to create the sensation of playing the game at the palm of your hands.

@KJRGamer - Nope, this is traditional Monopoly. 2008 Monopoly Jr. featured coloured cars as tokens, and the board was much more rectangular.
