Right click the task bar, select task manager, right click BlackOps3.exe, go to details, right click the .exe again and set priority to Realtime...
My old as hell, g34 server socket Opteron 6276, 16 core 2.30GHz CPU and Radeon RX 460 4GB ((bottlenecked by PCI-e 2.0 8x electrical connection of server motherboard)) runs BO3 around 40 fps on boot, but after fixing priority in Task Manager it instead decides to run BO3 at 70+ fps at medium settings 1440x900
