Many players face this problem. I have decided to simplify search of the decision.

* Windows 7: go to "C:\ Users \ *user name* \ documents \ Hard Reset Redux \ profiles \ *iprofile name*.
Open "Config.cfg" and you look for a line "r_draw_hud "0". You correct value on "1".
By the way, after preservation of changes in the file, this line vanishes, so don't forget to make backup copies of files.

* Windows 7: следуйте по пути "C:\ Users \ *имя пользователя* \ documents \ Hard Reset Redux \ profiles \ *iимя профиля* и найдите файл "Config.cfg". Найдите строчку "r_draw_hud "0" и измените значение на "1".
Кстати, после сохранения изменений в файле, строчка с параметром пропала.
Не забывайте делать резервные копии редактируемых файлов.

DEVELOPERS says:
"We shipped HR:R with some debug key bindings by mistake. Number 0 toggles HUD rendering. Simply press 0 again to restore it. It will be addressed in the upcoming patch."

Perhaps this way suits not all...
After I have faced this problem, I have decided to look at a forum. The decision hasn't been found. Then I have decided to try to solve a problem. And after has found the solution, I have shared the decision in a forum in several subjects on this problem at once. And after positive reviews, I have decided to create this subject.

it works - judging by responses in forum subjects on game. Try then via the console: type "r_draw_hud 1" (open with ctrl+~)

Still the same error in the menu screen.
