1. Have at least 2 female staff on the same Mother Base deck.

2. Unlocked the Fulton recovery device. Using the Wormhole Fulton will save you some trouble, but you can still do this without it. Just have to make sure no roof gets in the way.

1. Locate 2 female staff on the platform deck, any two would do.

2. Put them in a chokehold and ask them where the other staff are located, or do it the slower way and find them on your own.

3. Locate all the male staff, make sure you got all of them. There are of 6 staff in total on the 1st deck, so if you only need 2 ladies, then the number of gents you must find is 4.
4. Neutralize all the male staff, how you do it is up to you. Then give them the the good 'ol Fulton treatment.
5. Find one of the female staff who is standing still, then knock out the other female staff who is patrolling the deck and carry her to the one standing still. Sometimes both of them will be standing still near Quiet's cell. In that case, just try the one on the right and if that doesn't work then try the one standing on the left.
6. Throw the girl you're carrying at the one standing still to K.O. both of them, then kick them to wake both of them up at the same time.
7. Move at least 25m away from them so they won't keep on saluting you, then eavesdrop all you want on them! Just don't get too close or else they'll stop talking and direct their attention towards you. (Sometimes you'll need to wait a few seconds before they start talking, just be patient!)
Mission Accomplished!

They will only talk once per Mother Base visit, so you'll have to revisit them and repeat steps 1 to 7 if you want to hear the conversation again. Sadly, this is the only unique conversation that you will ever hear the female staff speak. Of course, MGSV gives you plenty of freedom in methodology to achieve the task so you can always get the same result by having an entire platform/deck full of female staff. However, this would be more tedious and time consuming to do since you will have to fill up an entire unit with female staff.
