I haven't played the game for quite a bit, but I've heard that one of the patches made it possible to load a save despite mods being missing. And also I've heard that there's a mod that bypasses save check entirely, thus eliminating the need to keep empty folders.
So, the guide is still relevant for those who don't want to see warning messages pop up each time they're loading the game with missing mod. And it's better than using a mod, because if the mod that removes the warning becomes incompatible, then you will need something else to remove the warning :)
If the error reads as follows:
The selected Save is missing required Downloadable Content or Mods:

Choosing to load in may result in blah blah blah. Proceed at your own risk.
"FasterAvengerNavigation"
Would the proper file name to place in the mods folder be "FasterAvengerNavigation.XComMods"? Or am I misunderstanding.
for me it works great.
and after i finish the campeign i can delete my "fake" mod again
