Now that I've got your attention, I'll begin.

I don't want to sound controversial, but I will begin by saying that some of you folk will have an innate bonus at skills that my system uses, but don't worry, everyone, yes EVERYONE can use this:

Speech:
Breton +5
Nord +5

Go on, Guard, you work so hard, how 'bout you get you and your mates a pint of ale at the Inn. It's on me. You won't miss a thing. Now, I'll carry on

Sneak:
Argonian +5
Bosmer +5
Khajiit + 10
Dunmer +5

Pickpocketing:
Argonian +5
Bosmer +5
Khajiit +5

Lockpicking:
Argonian +10
Bosmer +5
Khajiit +5

Now, do we have any Imperials in the crowd? You fella's get an extra special bonus. You are lucky, and find more coins where others may not,

Who here likes smashing faces in with maces? beheding with a blade? what about making a human pincushion? WELL, do I have a proposal for you?

Explanation for all you who like ABC's for Barbarians:

A IS FOR ATTACK

B IS FOR BANDITS

C IS FOR CEASE THEIR LOOT

D IS FOR EARN SOME DOSH

Extra Detail:

Earn more by carrying more loot (higher carry cap.) , having a higher speech skill with related perks, wear enchanted stuff with fortify barter/ use fortify barter potion, have skill bonuses (Gift of Charity - +10 Speech, Rested /Well Rested / Lover Comfort (5/10/15% faster skill leveling))

Get the stuff BETTER than cheap. Free, actually. However, this isn't exactly on the up-and-up, if you get my drift.
Join the Guild of wealth relievers. I got a fella there who will make you very rich, just tell him I sent you, and he'll tell you what to do.
Become a key collector. This will allow you to go in, get some stuff that falls off the back of a box of draws and get out before you can say "Cushty"
Train at the art of Fingersmithing. Tell this women in Windhelm I said hi.
Learn about Locksmithing. Never know what jewels await those who know about locks
Fence your goods. "Honest Merchants" - Like there is such a thing, NOT, don't buy these goods cause there worried that the Guards will notice.
