If you are using an amercia or british keyboard then the console command button will likly be "shift" and "@" this will open up the console.

The center on cell location and the way you type them is diffrent in this game compaired to the other bethesda games. Instead of writing in the console "coc vault111exterior" the comands now are like this "coc vault111ext". As you can see they have shortened the text on them and chnaged the system and this goes for all of the locations that you are traveling to.
