This is in fact an exploit:

All you have to do is to save the game in any location where you find a Bobblehead and after you take that Bobblehead just re-load that last save and collect the Bobblehead when respawned.

Keep doing that 60 times and all the achievements will be yours.

This will work with all the "Disable Religious Objects" achievements as well.

for examble at e2c1 at start inside the car there is a bobblehead.i pick it and reload the game and repick it all the time. still it doesnt count. did they fix this maybe?
