  • Create a custom faction and take the Horatio affinity in order to get the cloning technology.
  • Headhunter must be removed and/or shouldn't be selected.

Conclusion

Scrap your two starting ships, this should give you enough dust to hire (20 dust) Galdos AI and clone (80 dust) him. Congratulation, you got the achievement !

It didn't work for me repeatedly as well.. then I realized the DLC might be messing it up.. and sure enough, it seems to only work in Disharmony, not the base game. Thank you ATLogin.

altenative way. \Endless Space\Public_xp1\Simulation\hero.xml edit it. delete all heroes except hero48. hero48 it is Galdos AI. delete only <hero></hero>, don't touch begining and end of file.
p.s. also hero26 and hero66 these are heroes for another achievement (i don't remember how it's named) - you need to hire 2 heroes.
