I thought it would only be fair if anyone who needed this could use it, so here! :)

This isn't originally mine! I extracted the materials file from a GMod addon.
(which can be found here:)

Includes:
fnafgmstsa\camstatic.vmt

How to use the overlay:
When you add an overlay effect to your shot, you choose "Material Overlay" or something like that, then navigate to "fnafgmstsa\camstatic.vmt " in your workshop materials folder and you should find it. :)

I know this is years old, but does anybody know if there's a way to make the static not transparent, like when you switch cameras in-game?

Check my new instructions in Discussions. It shows how to remove and add. Since alot of you are STILL asking, even though winson made one. Although he didnt say how to remove.
