Swamps map given the handicap treatment.
manpower rate x 2.5, fuel + munitions x 2 (to promote infantry swamp battles) popcap 950

Players 1-4 get:
starting territory w/repair station, flak base (because why not?), pickable weapons and artillery firebase

suggestion for a winter version name? It's hard to be swampy during winter lol also, not sure if i should leave the water or freeze it
