Improved University

Downscaled version of the University which only takes 2000 students, instead of 4500. I mainly did this to make it easier to adjust the education budget, since the regular university take 15x more students than the elementary school. Early on this can make it difficult to properly adjust the education budget, since the university has insane capacity compared to the other 2 schools.
I've also downscaled the build and upkeep cost to reflect the school capacity.
