First time writing a guide and I'm not sure how to make it fancy looking. So I will look at how to do that later...

Anyways to the meat and potatoes.

As Cartel build:
o Barracks(make 6 inf take the closest Bank)
o 1 Oil Refineries(+1 helo)
o 1 Alu Ref(+1 helo)
o 1 Oil Ref( +1 helo)
o 1 Vehicle Bay
o Upgrade Prison @ Barracks
o Make 3 SuperHinds( Stage the Hinds near enemy base until you have 3 then harass)
o Make repair facility and upgrade napalm for Helo's while attacking


-The Strategy-

Ok so basically @ 5:15ish your 3rd helo is out, @ 5:20 napalm is done. You should be at their base(in a 1v1) around 5:30ish with 3 napalm upgraded Hinds. Kill all oil refineries and the miners(if they arent cartel) while kiting what little they have(since most people just eco). Pump out nonstop scorpions and Oto's. You should win the game with the hinds if you play well enough... if not the back will surely secure a victory.
