Sadly you have to place it next to road, game's limitation.

You can download whole alphabet from mine collection, so you can have write what you want.

Very nice, but this one is a little better. You can place the letters anywhere, its also the full alphabet like yours is. Nice work on your part though.

@eoghansexton94 I checked it now, circular makes only that glow on ground while placing circle. It's still has to be next to the road. So that hex editing left. I will left these how they are, and later prepare branch of anywhere placeable ones.
The reason is road makes nice grid to place the letters.

Parks can be made to be ploppable anywhere. There's a lot of them on the workshop.I think it's given as an option since the last patch (circular park option or something), but this is how people used to do it pre-patch: http://imgur.com/a/gTd7C
