I should add, it requires the Dragonborn expansion to finish. I'm not sure if the pedestal is there without the expansion.

No not a mod. You get the masks from defeating the 8 Dragon Priests in the game. It's more of a side quest, but there isn't an actual quest for it in the game. If you get all 8, then you unlock a 9th one which does have a quest. The pedestal in the screenshot is in Labyrinthian.
