On a local server, it's easier because you can turn on sv_cheats in console so you can slow down time ( host_timescale 0.05 for 20x slow motion), instantly kill all bots ( bot_kill all ), etc. That's how I did it for this video, to ensure that I'd get the timing just right.
2) You have to very carefully time it so that you kill the last main bot/tank/whatever of the wave at the exact same time that one of these groups of support bots is just about to respawn.
3) If you get the timing right, the support bots will be halfway through respawning when you beat the wave, and then this glitch is generally what happens. (I've seen reports of other glitches too, such as a bot spawning after the wave is over and carrying the bomb to the hatch, but that seems to be much rarer.)
