The block is extremely important to getting the first couple of last hits needed for your bottle. I prioritize the block over securing a rune. If the lane is going badly, picking up rocket flare at level 2 instead of battery assault can help bring in the couple of last hits needed to finish your phase boots. Once you hit level 6 you should have a TP scroll in your inventory at all times. Look to make a play in your lane involving the enemy carry. Otherwise TP mid to set up a gank, or kill the enemy offlane.
