RMB > Properties > General > Set Launch Options...
Put there "1920 1080 false" or try different resolutions. Devs says everything should be okay as long as aspect ratio is less than 2.

windows taskbar can be eating some space up and preventing game from launch
try smaller resolution

developer says any can be good as long as aspect ratio <2

then use 1280x1024 instead of 1920x1080
