Texas Style Frontage Road Overpass

This overpass (though fairly large) represents the concept utilized in parts of North Texas, specifically Plano,TX for controlling traffic onto and off of the highway.

I tried to stay true to life, though for practicality I would probably swap the 2 lane roads for 2 lane oneway roads to decrease the traffic load. In real life, the overpassing road is divided and only feeds one side. Granted I could create a series of one way roads to simulate it, but that's overkill imo.

The example pictures were taken with a city about 30k in size, and only produced red when the light only lets 2 cars through. Note I did, for playtesting, replace the 2lane roads to 2lane Oneway roads and it works fairly well.

Also putting buildings on the Frontage road is fine, I just wouldn't put any buildings between the offramp and the road to the road going to the overpass.
