These blocks act as traps to protect Tourian, the underground Space Pirate base on Zebes. If you get too close, they will fire energy rings known as Rinkas at you. You can temporarily disable the launchers by shooting them with a projectile weapon. Keep in mind that your shots and theirs may cancel each other out, so you may need to use an automatic weapon.
