As I've read, this achievement won't unlock for everyone even if all the requirements are met, maybe it's a bit buggy or something.
Nevertheless, it worked to me, so for anyone struggling with it, here's my savegame, it should work for anyone.

It's "Profile 2", so go to:

C:\Users\YourName\AppData\LocalLow\Liquid Flower\Qbeh_1\Profiles

and paste it. Not sure if you have to first create a Profile 2 from the game main menu and then replace the file with this one, or you can just do it right off the bat.
Whatever the case, you just need to complete the final stage Atlas (that has no water, btw) and it'll unlock once you complete it by powering up the Atlas.
