Adds the State of Rhode Island as a playable civ.

Leader: Roger Williams

UA: The Ocean State: Unhappiness per city increases with each city. Each coastal city is automatically connected to the capital and opens one additional trade route slot; +1 Faith in each city.

UB: Stone Ender: Temple replacement, adds 2 slots for Great Works of Music

UB: Textile Mill: Does not require coal, and has the same bonuses as the regular Factory it replaces.

Rhode Island is designed as a Tall civ, reflective of its status as the smallest state in the US. You experience no Unhappiness from number of cities when you settle your capital; 1 per city with 2 cities; 2 per city with 3 cities, and so on. The UA's city connection bonus and extra trade routes for coastal cities beef up Gold production. The Stone Ender UB supports extra culture with 2 GW of Music slots (and a theming bonus). The Textile Mill doesn't need Coal, meaning that the late game won't be stunted by a lack of Coal in your Tall empire.
