You can get the GF Phoenix at any time after you already have the flying Balamb Garden.
To do this just follow to Shumi Village. Which is located in Winter Island.

Enter the city and go to the last screen, this is the workshop. Talk to the craftsman who is creating a statue of Laguna. After the conversation, go back a screen, and you will see that the house was locked, is now free to enter.

Enter the house and talk to the Elder. After that go back to the workshop, and talk again with craftsman. It will ask for your help to finish the statue.
