Quick and Easy guide for completing this achievement:

You should be able to complete this easily and the first try utilizing the NVIDIA graphics driver software (Nvidia APP) and any other high GPU utilization game or application. For my scenario I loaded into the Nvidia App, went to System > Performance, Reduced my GPU Power % and Voltage % sliders to 0, Turning the fan speed from Automatic to Manual and setting them at 30%. Also in the global settings for the driver i turned Anisotropy to x16, Anti-Aliasing Transparency to x8 and Filtering Mode to High Quality. Also make sure the Max FPS is set not configured and that GPU Power Mode is set to Prefer Max Performance so whatever game/app you use can fully utilize the GPU. I turned all the games settings to their highest possible values and disabled V-Sync and Low latency mode AKA Reflex. I then loaded into the game Escape From Tarkov and joined the Map: Streets of Tarkov, as it is difficult to run this map efficiently on almost any hardware. Then loaded into 3D mark with Tarkov running in the background and ran the Benchmark. I was able to achieve 3fps average using this method on the first try. Best of luck to you.
