Simple Balrijin fix

A simple fix to Balrijin.
"Demand Access to the Foothills," no longer gives a claim on Caoying. Instead it gives cores on Jieshik and Tiaochi (allowing you to switch to human Mil faster), and claims on the rest of the foothills in Jinqiu. Addtionally, Caoying is no longer a mission requirement.
While "Repair the Balriza Rzong" and "Finish the Blue Scarf uprising" now require you to have completed "Demand Access to the Foothills."
The requirement of "Demand Access to the Foothills" is now 80% army capacity and having a general while "Finish the Blue Scarf uprising" now require 100% army capacity filled.
Now any military advisor will meet the requirement for "Reinstitute Dragon Dances." You do not specifically need an army reformer.
"Merge foreign diplomacy" makes Lanjinhui into a vassal.
Sage Council now allows heirs and heads of state to be generals.
Golden Republic now allows heirs and heads of state to be generals and has term limits.

These changes are intended to make Balrijin's beginning easier and less RNG reliant. Allying Bianfang is now a possibility as they still have claims on the OPMs directly south of Balrijin, who start out as enemies of both nations.

Tips
If Binfang still keeps beating you to the punch, declare a war against evil on Jianqiu as soon as possible and only take the provinces you need, leaving Caoying alone.
To take out The Command: Increase relations with Hubao so they give you mil access then give your entire army as free Condottieri to the Sir reblellion. Once That happens allow allied armies to attach to yours and siege down the fort on Konzunu. Once the fort is gone all the AI armies will rush in to take the capital, winning the war.
