LOTR: Umaiar flavour (RIE)

This mod creates a new landed ruler named Arcalion with his own storyline, events and decisions to create more alternatives for an evil playthrough. It's lore breaking but I tried to make it coherent with the general rules of the legendarium. I've also created an age event for Umaiar characters.

There are many, many unfinished stuff and things that requiere changes, like many descriptions and balances. For instance, his decisions (and other things) are almost a copy-paste from those of Gundaband. At the moment I really just want ideas and corrections.
