In EU5, wars feel inconsequential, and the AI seems to be constantly at war, continuously expanding without real challenge. Additionally, levies behave like mindless zombies, which you can endlessly send into battle and if they die just raise them again no problem. Wars should be more impactful, causing significant consequences and damage to the countries involved.



Current changes

• Makes war exhaustion much more lethal by adding more debuffs.
• Makes levies less the more war exhaustion there is up to 100% less levies at max war exhaustion.
• Makes the reduce war exhaustion cabient action only possible during peace times.
• Blockading a province is strong now and grants extra warscore.
• Land and Naval battles give more war exhaustion.
• Winter is now harsher
• Occupied territory now gives low control and many debuffs
• Raisng levies now gives 50% debuff instead of 20% to RGOs
• Increased debuffs for provinces under siege

@nh2- yea, in my experience they seem to get mogged as soon as regulars arrive on the scene with more frequency around that time

@Regal Orangutan you mean they are useless early game? i find them fine until the 1450s.
i might look into increasing overall land maintenance

perhaps you should add some sort of debuff to regulars since levies are already pretty useless and even more so now with the RGO debuff. Maybe regulars could consume more food or their cost for full maintenance could be increased?

Also: using this mod with Prosper or Perish is fantastic. Great synergy

@Blues Drive Amelia would love to do that but that would completly bankrupt the AI since it can't properly manage it's armies at it's current state.

Suggestion to make levy upkeep significantly increased so you have to build a war chest and deal with a war time economy instead of being able to continue your constructions as normal.

@bklooste very valid complaints but unfortunately most of them are problems with the game and the peace treaty system. The fishing boat bug was something i also noticed for some reason naval battles still give tons of war exhaustion even when i reverted the changes. I pushed some changes last night to help with that see if that still happens.

There are some weird things going on .. I can just sit and defend or sit in england eventually war exhaustion hits but then the game is flipping between low and 100 war score due to exhaustion.

When a 100 i can just take a ton of provinces in peace . That is not ok.

This is only good if the player is the attacker. 100 war score is an auto win when it should just be a white peace.


Also small naval battles of 1 fishing ship are giving quite a few war exhaustion penalties. There can be dozens of these.

@MK Black so basically the lower their army size and stability and the higher their war exhaustion the more they are willing to surrender , if war exhaustion reaches 20 they auto surrender with 100 warscore but they will be willing to surrender well before that.

How does the AI handle these changes? Do they capitulate before exhaustion gets out of hand, or do they let their entire country suffer over senseless wars? (Which wouldn't be unrealistic I suppose)
