Download dwProton (a custom fork with the fixes we need):
https://dawn.wine/dawn-winery/dwproton/releases/tag/dwproton-10.0-8


Extract to ~/.local/share/Steam/compatibilitytools.d/
Restart Steam and, in Properties, select dwProton.


That's it, you don't need to do anything else, the game works:

Download the DLL from: https://www.dll-files.com/iphlpapi.dll.html
Choose the latest 64-bit version, download it and move it into the prefix at:
~/.local/share/Steam/steamapps/compatdata/3887700/pfx/drive_c/windows/system32/

When moving the DLL, rename it so it contains only lowercase letters: (IPHLPAPI.DLL -> iphlpapi.dll)

You need GE-Proton7-55. To download it you can use ProtonPlus:

After installing Proton, restart Steam and in the "Compatibility" tab set GE-Proton7-55



After completing these steps, the game should start for you.
