Barnacled Animations "Restored"

Description
Changes the "police_animations" and "vortigaunt_anims" model files to apply the unused barnacled animations for both the Metrocop and the Vortigaunt.
(Which are for some reason frozen when ingame.)

"npc_barnacle_swallow 1" in console is required to enable these.

because it modifies the default hl2 anims rather than the ep2 animations

Makes the ep2 vortigaunt animations bug, but this is still pretty cool
