Power plants are not needed as power comes from AA structures- more space to be used for something else. Power gained is increased.

AA emplacements use 1 power for all levels, and take 1 day to build.

AA emplacements boost research.

Faster research - Requires a few laboratories for a greater effect.

Increased Intelligence

There is a bug when making some Axis cities start with more buildings and higher levels- So this was not included as it disables anything from being buildable somehow.
