Passages use Empty Hexes

Beskrivelse
Allows Passages to be built on the Empty Hexes at the edges of Domes and any other Hexes inside Domes that the game considers roads.

Some Domes like the Basic, Micro, Barrel and Mega Trigon do not have any Empty Hexes.

@philliesphan333, verify game files is the last thing i can think of. If it still doesn´t work take a look in the mod editor, if the code file has 40/41 lines it should work. If it doesn´t work then i dont know what it could be other than a bug in the games mod loader.

@Crimson Phantom, @Loler, I found I had to disable then reenable the mod for it to work again after updating.

@Crimson Phantom, it should always work unless you have another mod that overwrites the buildabitity check for passages.

@philliesphan333, it should work now. I don´t know why it didn´t work for some poeple. Now the code that blocks you from building Passages on Roads isn´t just disabled, its deleted.
