RE-power: naval resupply in the missile age - more realistic version

Opis
Same as my other mod, but the resupply speed is significantly lower and more realistic. Its also much closer to the stock resupply units now, so everything fits together nicely.

All ships resupply at 80 ap/s
Ports and headquarters at 100 ap/s

@baronjutter yes! The don class subtender can now resupply subs. And the medium tanker is used as a stand in for one, so there is also a blue side looking ship that can resupply subs.

I was considering doing this even before your comment, you just gave the impuls to follow through. I think there might be more people interested in a more realistic version. Especially after the novelty wears off. So might as well...
