It synchronizes the building system of More Methods of Control with the expanded settlement ranks introduced in Metropolis & Megalopolis.
With this patch enabled, all buildings from More Methods of Control can now be constructed and function properly in Metropolis and Megalopolis locations, just like City-tier provinces.

No balance changes

No new mechanics

No overwritten bonuses or modifiers

I think you accidentally kept the name of the Fort's & Baliffs compatch for this. I do not have the Forts and Baliffs compatch downloaded, only this compatch. But when I'm in the main menu and looking at the mod selection, it shows Forts and Baliffs compatch.
