Persistent Breakthrough Assistance

Description
General Information
Allows the Breakthrough Assistance law to be revoked and re-enabled, allowing for an additional Breakthrough to be unlocked roughly every 4 days in the late game at the opportunity cost of not being able to enact other policies.

To prevent this change from only being available after having effectively won, the unlock positions of Breakthrough Assistance and Open Domes have now been swapped. This change is probably not save compatible.

After double checking the event code, testing has ceased and this is pretty much guaranteed to work.
