I thought on it a bit more and the way terrain affects control in base game EU5 is that it reduces the proximity of a location to the capital and as a consequence the proximity of locations beyond it.

What this mod does is not mess around with that at all. What it does is put a **cap** on the total control you can ever have over a mountain location for instance.

One way to look at it is this: the taxman will not be as effective if he had to go uphill sixteen times to reach the taxpayers than if he were taxing a smooth river valley.

topography and vegetation already impact max control via proximity, doesn't this just double count it and result in unreasonably low control in forests/mountains and unreasonably high in farmlands

Yeah I had to download this mod because I'm sure a lot of people have noticed how absolutely OP the Mongolian culture tradition/influence is, to the point by the mid 15th century half of russia, and the entirety of the pontic steppe, khorasan, persia and arabia areas were 100% mongolian bc of the hordes having that as the main culture. Also noticed Bohemia maintaining emperor in the HRE and converting half of Germany to Czech culture and Hussite religion was very odd to say the least lmao.

can you make a mod for the unrest? its not easy to get tolerance in early game, so without conversion many countries cant handle the non-tolerated pops.
