Digi's Resource Reward Cvar Pack

Does the same thing as Digi's Credit Reward Cvar Pack, but changes it to use half resources instead of converting it all to credits.


Exact changes:
Reduced block upgrade cost (9 -> 2 credits per point)
Adds block upgrade resource cost (0 -> 4)
Reduced point upgrade cost (5 -> 2 credits per point)
Adds point upgrade resource cost (0 -> 4)
Reduced station activation reward (300 -> 150)
Reduced station liberation reward ( 200 -> 80)

Longer lifetime resources (5 minutes)
Larger resource size maximum (integer limit)
faster tractor speed (700 -> 1280)
