It also gives double the standard City Mayor starting funding, (You gain an extra $4 billion instead of $2 billion) and gives some bonus research points (100).

In my own headcannon, this City Mayor is a direct member of a secret organization called the RxResearch Agency, made by the extremely talented mod creator Dash.
