It adds these buildings:
-Merchant Quarter
-Foreign Merchant Quarter

-Fortified Baili

Also Adds the Merchant Republic Government Type

Sorry was getting the mod folder out, if you put "is_merchant_republic = yes" under "tag = PIS", that will let anyone else that has the merchant republic government reform also use the buildings :D

I saw this was tied to tags in the code but I have a very simple fix for that
