Well, those technologies complement each other anyway. You want to grab all the strategic resource weapons and style on your opponent with blues, yellows, reds and greens, oh my? That's a choice :)

ES2 already has so many exclusive choices going on with factions and their specific technologies, political parties, system developments and so on. It doesn't need anymore. Especially when you might not realize these techs are exclusive before you pick one.
