Hegemony of Africa

Adds a new hegemony - Africa, which can be acquired via Unite Africa decision.
De jure movement works similar to Unite the Slavs decision for Slavia.

Since title itself is ahistorical all of its properties are pretty much arbitrary, however it can be customized in game to your liking. Capital of the hegemenoy will be moved to your capital province during the creation.
Egypt is a part of Africa but it also a part of Arabian Empire. To circumvent this, it will be moved into Abyssinia first.

I've tried to update the localization for other languages as well (except asian). But since I do not speak them there could be errors in the text.
