Deployed Upgradepacks and Limited Laser Sights [Commission]

A script that makes all explosive and incendiary ammo spawns be deployed by default and makes laser sights be limited to only 4 uses.
Includes settings file in ems/UpgradeJargon/Settings.cfg

predeploy_upgrades = 1 //whether upgrades start deployed
laseruses = 4 //how many uses laser sights have, set to -1 for infinite
