Settler Ravens Feather Remover

Lower-end computers often struggle if too many settlers have the Raven Lord armor set equipped, as each settler spawns additional raven's feather projectiles.

This changes the armor's behavior for settlers so that they only spawn feathers while in combat. This means settlers will not spawn feathers simply by walking, and reduces the amount of entities flying around overall.
