原游戏中，格式塔人口固定产生1点犯罪度，而且不能像有机国家一样通过提高幸福度降低犯罪都。本mod让所有非维护或低级子个体的格式塔人口不产生犯罪度。维护或低级人口仍然会产生犯罪度。

In the original game, Gestalt populations generate 1 crime point by default, and unlike organic nations, they cannot reduce crime by increasing happiness. This mod prevents all non-maintenance and non-simple Gestalt populations from generating crime points. Unemployed populations will still generate crime.
