Phyre's Mark refers to blood symbols painted on walls throughout Seattle's districts that appear as glowing blue markings when you activate Heightened Senses. These marks contain fragments of your stolen vitae, and reclaiming them through Telekinesis permanently increases your maximum health. Think of them as pieces of yourself scattered during your captivity in that underground laboratory where the Sabbat conducted their experiments.

Your crosshair expands whenever you're close to one. Each mark rewards 100 XP and a permanent health increase, so hunting them down between story missions makes sense if you want to survive encounters with those shotgun-wielding ghouls later.
