描述
This mod was made so that you can have the Shattered World start (with events), but with every country only having WW1 tech and no starting units.

This scenario also removes all starting unit production facilities so could lead to some extremely interesting wars. Please let me know how you get on with this!

After 3 years gameplay, not a single country had researched any units so no country besides mine where building any units.
Not the kind of game I had in mind.
