Straightforward Skill Colors

Changes hero skill colors based on whether the skill is primarily for fleets or colonies (for the regular game, not esg).

Based on Useful Skill Colours.
The difference is, ALL the fleet related skills are red and ALL the colony related skills are green. This makes it easy to instantly see all the skills that are categorically correct for you to click on, saving your time (and money). Crazy that nobody has done this.

There is additionally a small visual indicator for skills that have special effects on Heroes that are elected as Senators.

There are several skills whose associated Mastery is contradictory in the base game files (for example the same benefit being attributed to different Masteries for different Heroes), so this mod also includes some corrections (since the colourisation makes them particularly glaring).
