Arlan from Honkai: Star Rail is warped into Rivals of Aether!

Head of the Herta Space Station's Security Department, Arlan is a character that is able to become stronger when damaged.

Arlan is a character with a rather slow frame data, but attacks that can be pretty strong and disjointed.
His attack power increases dynamically with percentage, and caps off at 120%.

At around 107%, Arlan is capable of shocking opponents via his NSpecial, any shocked opponent lets Arlan get access to super armor during the startup of strong moves, and a special finisher hit with his FSpecial.



A run down of his moves:

NSpecial: Shackle Breaker
A move that's very fast, deals minor damage to Arlan(5%), and 6% to opponents.
This move can apply the Shock status effect when above 107%.

FSpecial: Lightning Rush
A move that acts as a small boost forwards, this move is mainly used for mobility, it also sports really short invincibility frames on startup.
When a Shocked enemy is on the battlefield, this move is able to connect into a powerful finisher!
This move gets stronger with higher percents.

USpecial: Punishment
Arlan ascends in the air dealing damage to nearby opponents, dragging roughly to the direction of his descent, at which at the very top it spikes at an aggressive angle and is able to create a shockwave when it hits the ground.
This move gets stronger with higher percents.

DSpecial: Power Through
A counter, Arlan prepares his sword to counter, when hit, Arlan will retaliate with his sword, dealing damage and minor knockback. Opponents hit by this move will be Shocked, regardless of Arlan's current percentage.
Note that survival abilities are still only activated after 107%
Careful, if opponents read your counter and avoid hitting you, you'll be put into a very long recovery time.
This move has set knockback.
