Add the (modern) Republic of Colombia under the leadership of Virgilio Barco.

UA. National Security Policies. +25% of Production when training Melee, Archer and Gunpowder units. +20% Combat Strength when fighting in friendly territory with those units. Starts the game with the Honor policy tree unlocked.

UU. Arpía. Replaces the Helicopter Gunship. It retains the same attack power as its counterpart (60), but is more expensive to produce (425 to 445). Has an extra movement point (6 to 7). It has a special promotion that intimidates adjacent enemy units, causing them to have -10% attack strength. It does not have any starting bonuses against tanks or modern armor, but it can access the Ambush I and Ambush II promotions. Requires Oil, instead of Aluminium.

UI. Emerald Mine. Available when developing Mining. Emerald Mines provide +2 Gold. They can only be built on Hills and cannot be built next to each other. If built adjacent to a Mountain, you get +1 extra Gold. When developing Chemistry, you get +1 extra Production. Military units standing on an Emerald Mine gain a +10% defense bonus. Emerald Mines do not connect to luxury resources or strategic resources
