For me the last request in Belvau is the benches. When I was decorating the city I chose the prettier stone benches and picnic tables, but it turns out we need to put five wooden benches to trigger the "upgrade wooden benches to steel benches" request (same with the picnic table upgrade request). And for me the last request in Fontebrac is coupled with the "no limits to your greed" achievement. As soon as I set maximum taxes on all classes the happiness level dived straight to zero. Then someone would ask the mayor to make her neighbour happy again. So by readjusting the tax level I finished the last request in Fontebrac.
TLDR: if anyone is stuck with the last few mayor's requests I'd suggest just play around with all the decoration items, shops, farmer's fields, or just any features given in the game, it may have a greater chance to trigger something. Hope this helps!
It works.But it just triggered the 22nd request.The 23rd request wa still not triggered.
I made a Bakery and a Winery, but nothing happened. Then I built a farm, made all crops, and nothing happened. Then I put full workforce in the bakery, and then it triggered.
But after cleaning the posters it went silent, then I tried getting other achievments but for no good, it didn't trigger the requests after the cleaning up
